Tougher fines for drivers on Bulgarian roads are now in effect. The fines apply to those who have consumed alcohol, speeded, overtaken illegally, as well as those who drive without seat belts and those who talk on the phone without a hands-free system.
These violations will result in the withdrawal of more checkpoints. These changes have been published in the State Gazette.
Here is the list of violations for which checkpoints are taken away?
1. When driving a vehicle with a blood alcohol content of over 0.5 per thousand to 1.2 per thousand inclusive – 10 control points;
2. Where the violation under item 1 has been committed repeatedly – 15 control points;
3. In case of refusal to undergo a check with a technical means to determine the use of alcohol, narcotic substances or their analogues – 12 checkpoints;
4. When driving a motor vehicle on which the registration plates are not placed in the designated places – 8 checkpoints;
5. When driving a motor vehicle that is not properly registered or is registered but without license plates – 10 checkpoints;
6. In case of violation of the rules for passing through a railway crossing – 5 checkpoints;
7. When exceeding the permitted maximum speed by over 50 km/h in a built-up area – 12 checkpoints;
8. Failure to obey the road sign "Stop! Give way to vehicles moving on the road with priority!" or improper overtaking - 8 checkpoints;
9. When using a mobile phone while driving – 6 checkpoints;
10. If a seat belt is not used or a helmet is worn – 6 checkpoints;
11. When transporting children in violation of the requirements – 6 checkpoints;
12. When passing a red traffic light – 8 checkpoints;
13. 12 control points are deducted when the violation under item 12 is committed repeatedly;
14. In case of violation of priority when crossing a pedestrian crossing – 8 checkpoints;
15. If this violation is committed again under item 14 – 12 control points are deducted.
A driver who holds a "Driver of a Vehicle without Penalties" control card shall not have control points taken away when imposing a penalty for a violation specified above, with the exception of violations under items 1, 2 and 3.
What is a must-have for every car driver?
Every owner of a motor vehicle that is registered on the territory of the Republic of Bulgaria and has not been impounded is obliged to take out MANDATORY CIVIL LIABILITY INSURANCE. The insurance covers property and non-property damage caused to third parties related to the use of the vehicle.
What is the deadline for concluding the Compulsory Third Party Liability Insurance?
• The mandatory "Civil Liability" insurance for motorists is concluded for a period of 1 (one) year.
• The conclusion of insurance for a shorter period, but not less than 30 (thirty) days, is allowed only in the following cases:
• when concluding insurance for vehicles that have temporary or transit registration according to the current Bulgarian legislation;
• when concluding border insurance;
• when concluding insurance with companies importing and selling vehicles;
• when taking out insurance for a slow-moving vehicle;
• when taking out insurance for self-propelled machines.
Imposing fines and penalties for speeding
Fines for speeding violations are regulated in Article 182 of the Road Traffic Act and are divided into three groups.
First group – exceeded the maximum permitted speed in populated areas.
Anyone who exceeds the maximum permitted speed in a built-up area is punished as follows:
1. Exceeding the speed limit by 10 km/h – with a fine of 20 BGN;
2. Exceeding the speed limit by 11 to 20 km/h – with a fine of 50 BGN;
3. Exceeding the speed limit by 21 to 30 km/h – with a fine of 100 BGN;
4. Exceeding the speed limit by 31 to 40 km/h – with a fine of 400 BGN;
5. Exceeding the speed limit by more than 40 km/h – with a fine of 600 BGN;
6. Exceeding the speed limit by more than 50 km/h – with a fine of 700 BGN and three months of deprivation of the right to drive a vehicle, for exceeding the next 5 km/h exceeding the speed limit by more than 50 km/h the fine increases by 50 BGN.
The second group – exceeded the maximum permitted speed for driving OUTSIDE POPULATED AREAS.
Anyone who exceeds the permitted speed outside of a built-up area is punished as follows:
1. for exceeding the speed limit by 10 km/h – with a fine of 20 BGN;
2. for exceeding the speed limit by 11 to 20 km/h – with a fine of 50 BGN;
3. for exceeding the speed limit by 21 to 30 km/h – with a fine of 100 BGN;
4. for exceeding from 31 to 40 km/h – with a fine of 300 BGN;
5. for exceeding the speed limit by 41 to 50 km/h – with a fine of 400 BGN;
6. for exceeding the speed limit by more than 50 km/h – with a fine of 600 BGN, and for each subsequent 5 km/h exceeding the speed limit by more than 50 km/h the fine increases by 50 BGN.
The third group – those who carry out PUBLIC TRANSPORT OF PASSENGERS AND DANGEROUS GOODS. The amount of the fine is directly proportional to the speed limit.
Anyone who exceeds the speed limit is punished as follows:
1. Exceeding the speed limit by 10 km/h – with a fine of 20 BGN;
2. Exceeding the speed limit by 11 to 20 km/h – with a fine of 50 BGN;
3. Exceeding the speed limit by 21 to 30 km/h – with a fine of 150 BGN;
4. Exceeding the speed limit by 31 to 40 km/h – with a fine of 500 BGN;
5. Exceeding the speed limit by 41 to 50 km/h – with a fine of 800 BGN;
6. Exceeding the speed limit by more than 50 km/h – with a fine of 1000 BGN and three months of deprivation of the right to drive a vehicle, and for each subsequent 5 km/h exceeding the speed limit by more than 50 km/h, the fine increases by 50 BGN.
